Policy

These definitions shall apply to all employment policies unless otherwise excluded, defined or provided by policy.

Purpose

The purpose of this policy is to provide guidance and information as to the various types of employment categories within the College’s employment- related policies. These definitions are used throughout the administrative employment-related policies and are hereby incorporated therein. The definitions are to be used as a guide to determine the rules and regulations that govern administration of the College’s employment-related policies. Where appropriate, and where differences in definition or interpretation of definition may occur, definitions provided by state regulation, negotiated agreement, or the Board of Trustees for the College will prevail.

To Whom Does This Policy Apply

This policy applies to all employment-related policies included in the College Administrative Manual (CAM).

Definitions

Academic Employee – an employee employed on a full-time or part-time basis to provide services as a teacher, counselor or librarian as defined by RCW 28B.50 and 41.06.070 and who is recognized as a legitimate member of the faculty bargaining unit under the negotiated agreement(s) between the faculty union and the College.

  Administrative Employee – an exempt employee appointed to and acting in the capacity of the head of a major administrative or academic unit and meeting the definition of exemption under RCW 41.06.070. Also called “Administrator”.

Administrator – see Administrative Employee.

Appointing Authority – as set forth by law, the Board of Trustees, or the person to whom the Board, and/or President, has delegated authority to make appointment decisions.

Board of Trustees – persons appointed by the Governor to act as a body for oversight of the College and to whom certain powers and authority are provided by law.

Chief Executive Officer – the President of the College.

Classified Service Employee – All positions in state service not exempt from the provisions of RCW Chapter 41.06 and WAC 357.

College – Tacoma Community College District 022, including all campuses and sites of operation.

Executive Employee – an exempt employee appointed to and acting in the capacity of President or Vice President and meeting the definition of exemption under RCW 41.06.070.

Exempt Employee – an employee employed in a non-academic, non-classified service position meeting the definition of exemption from classified service in accordance with RCW 41.06 and typically including all executive, administrative, and professional personnel. Exempt employee does not include part-time temporary employees exempt from classified service under the definition of part-time temporary.

Regular Exempt – an employee employed for a non-temporary period of time and who is subject to the notice of non-renewal or separation provisions as defined by policy.

Temporary Exempt – an employee employed for a specific period of time and who is not subject to the notice of non-renewal or separation provisions as defined by policy. Temporary exempt employees are often appointed to positions funded by special contracts, grants or sources of non-continuous funding.

Faculty Negotiated Agreement – The Tacoma Community College and Tacoma Community College Federation of Teachers Negotiated Agreement.

Full-time – appointed to work the equivalent of at least 40 hours of work per week.

Part-time – appointed to work the equivalent of less than 40 hours of work per week.

Part-time Temporary Employee – an employee employed for less than 1050 hours in any 12 month period and who is exempt from classified service due to the number of hours worked.

Professional Employee – an employee appointed to and acting in the capacity of a managerial or professional employee having substantial responsibility for program operations, carrying out functions requiring prescribed academic preparation or training, or otherwise meeting the definition of exemption under RCW 41.06.070, and who is not an administrative or executive employee.

Supervisor – an executive, administrative, professional or classified service employee having responsibility for functional and/or administrative authority regarding the performance or employment relationship of another employee or volunteer.

Volunteer – a person who performs hours of service for the College for civic, charitable, or humanitarian reasons without promise, expectation or receipt of compensation for services rendered.
